新规下水土保持设施验收技术评估工作存在问题探讨

摘　　要：继《国务院关于第一批清理规范89项国务院部门行政审批中介服务事项的决定》之后,水利部发布《水利部办公厅关于贯彻落实国发[2015]58号文件进一步做好水土保持行政审批工作的通知》响应,水土保持技术评估工作由建设单位委托开展改为由水行政主管部门委托有关机构进行,改变了水土保持设施验收技术评估工作的形式。本文结合工作实践,分析新旧技术评估工作的区别,总结新规的先进性和依然存在的问题,并为下一步工作提供建议。After the decision of the State Council on the first batch of 89 clearance norms of the administrative examination and approval ageney of the State Council department, ministry of water resources issued a document to respond, which carried out a whole new form in acceptance technical assessment of soil and water conservation engineering. In this paper, differences between the new and the old form are compared, the advantages of the new norms and the problems which still exite are both summarized, hoping to provide reference for future work.
