摘　　要：转型时期城市社区公共服务的提供方式不仅是城市治理者面临的关键议题,也是社会治理领域研究的前沿课题。现有的两类供给方式,即政府供给(直接提供和政府购买)与社会力量自我服务,存在两方面问题,影响了社区公共服务的供给水平和质量,造成所谓内卷化难题,亟待创新。在对上海市C街道区域化大党建工作进行系统考察后,研究表明,行政力量可以通过构建党建共同体机制、精英交流机制以及互利共赢机制来充分整合社会资源,激发社会力量参与社区公共服务的项目化供给,在一定程度上弥补两类传统方式的不足。研究进一步表明,重新定位基层党组织和政府角色,理顺政党、政府与社会的关系,实现基层党组织、政府与社会的高度互动是解决当前行政机制治理困境的方向之一。Provision of public goods and services in urban communities in transitional China is an impor- tant topic facing practitioners but a hot academic issue in social governance. Government provision, including direct provision and government procurement, as well as social provision, as two existing modes of public serv- ice delivery, are facing more and more problems of involution, such as decreasing quality of public goods and services, which need to be renovated. Based on a case of the Regional Party - building Initiatives of Street C in Shanghai , the authors find that the administrative forces can integrate social resources and motivate social forces to participate in the delivery of public services by building the commonwealth of party - building, elite exchange mechanism, and mechanisms of mutual interests, which may make up for the shortcomings of the two existing modes. The case of this paper further demonstrates that one of the solutions to the problems of current social governance is to renovate the roles of local party cells and government agencies, rebuild the relationship among party cells, government agencies and social forces and achieve successful interaction among them.
