地方行业划转院校行业性与区域性办学特征解析

摘　　要：地方行业划转院校是一类具有独特办学特征的院校,其中最为典型的特征就是兼具行业性和区域性,行业性是其历史遗传基因,区域性是其环境身份标识。在扎根区域需求的基础上,坚守和彰显行业特色,应该成为这一类院校的理性选择。在"内涵发展、办出特色、争创一流"的语境下,行业办学传统与多学科化、地方化进程之间出现了不衔接、不协调、不相容等现实问题,需要进行行业性和区域性办学特征的双重身份识别,实现内外部办学主体的激励相容,创建地方行业划转院校办学的类特色。Locally transferred industrial universities have their own distinct characteristics. One of the most typical characteristics is that they are both industrial and regional, while industrial characteristic is their genetic history, and regional characteristic is their environment identity as well. Based on the regional demand, it should be a rational choice for this kind of universities to adhere to and highlight the industrial characteristic. Under the context of ＂the connotation development, highlight the characteristics and create first-class＂, the problems of divergence, disharmony, incompatibility and other practical issues show up between the tradition of running a school by the industry and the process of multi-disciplinary and localization. To solve the problem, we need to identify the dual status of industry and regional characteristics, realize the incentive compatibility of internal and external governance subject, and create the category characteristic of locally transferred industrial universities.
