制度环境视阈下财政支农投入的减贫效应研究

摘　　要：本文基于中国1997~2014年29个省域面板数据,综合运用多种计量方法逐步推演,检验财政支农减贫增收的效果。实证结果表明:财政支农投入的减贫效果受到制度环境的制约。区域制度环境较差的省份,财政支农的减贫效应并不充分;随着制度环境逐步改善,财政支农减贫的作用显著提高;但处于中等制度环境水平的省份,其减贫效应却反常的低于处于制度环境较差区间的省份,即财政减贫作用存在类似"中部塌陷"现象。而在制度环境的各个维度中,政府与市场关系、要素市场培育以及市场中介与法制环境是影响财政减贫效应的关键维度。Based on the panel data of 29 Chinese provinces from 1997 to 2014,this paper comprehensively uses a variety of measurement methods to test the effect of financial support for agriculture on the increase of peasants＇ income. The empirical results show that the effect of financial support for agriculture is restricted by the institutional environment. In provinces with poor institutional environment,the poverty reduction effect of financial support is not sufficient,with the gradual improvement of the institutional environment,financial support for agriculture reduces poverty significantly; but in provinces whose institutional environment is at a medium level,the poverty reduction effect is abnormally lower than in provinces with poor institutional environment,that is,there exists a phenomenon similar to＂central collapse＂in the poverty reduction effect of financial support. Among all the dimensions of the system environment,the relationship between the government and the market,the cultivation of the factor market,the market intermediary and the legal environment are the key dimensions affecting the poverty reduction effect of the financial support.
