摘 要:通过选取昌吉州3县市12个村镇255份实地调查问卷,运用Probit模型和主成分分析方法,对影响宅基地抵押贷款意愿的因素和抵押偏好等级进行分析。结果表明,职业类型、村委会对宅基地抵押贷款态度、宅基地抵押贷款风险认知、对基础设施和社会保障满意度等是影响农户宅基地抵押贷款偏好的主要因素;调研区宅基地抵押意愿的偏好等级与调研区自然资源禀赋、产业发展状况、距离乡镇的距离区位优势和谋求发展致富的主观意识息息相关;针对高、中、初和低四个等别的不同区域差异化施策,设计对应的宅基地抵押贷款模式分别是市场决定模式、政府引导模式、集体组织模式和农民自发模式,慎重稳妥地推进农村宅基地的自愿抵押贷款和有序有偿退出。In this paper the author chose 255 questionnaires from Changji state and analyzed the factors and mortgage preferences affected the homestead mortgage willingness by Probit model and principal component analysis. The result showed that the main factors affected the homestead mortgage willingness were career type, village committee's attitude to homestead mortgage loan, risk perception for homestead mortgage loan, satisfaction degrees to infrastructure and social security. The degree of homestead mortgage willingness was closely related to natural resource endowments, industrial development, Distance advantage from the town location, and subjective willingness to earn more money in Changji state. Different measures and policies for four different grades, the author designed several homestead mortgage loan modes which were market-determined mode, government guidance mode,collective organization mode and farmer spontaneous mode. Finally, in prudent way promoting the rural homestead of the voluntary mortgage loans and orderly withdrawal.
