江苏推进新型城镇化面临的问题及对策研究

摘　　要：城镇化是现代化的必由之路。在江苏推进新型城镇化的进程中,存在的主要问题为:一是经济增速放缓带来的挑战;二是资源环境的约束增大;三是外来人口市民化与"城市病"相叠加;四是城镇化水平区域差异较大;五是保障体系与制度创新不完善。针对存在问题提出了一系列推进江苏新型城镇化的对策与建议:强化产业支撑,促进城市发展与产业转型升级互动;以长三角城市群为引领,优化城市空间格局;以人的城镇化为核心,"存量""增量"协调发展;创新多元化投入路径,健全农业转移人口市民化成本分担机制;以制度创新为突破,提高土地配置效率。Urbanization is the only route to modernization. There are many problems in the new urbanization in Jiangsu： the challenges caused by economic slowdown; constraints of resources and environment; superposition of increased citizens and urban diseases; the disparity between the levels of urbanization; social security mechanism and system innovation. We hereby put forward the following suggestions： strengthen the industry support, promote the city development and industrial transformation; emphasize the leadership of Yangtze River Delta urban agglomeration, optimize the pattern of urban space; center on the urbanization of people, coordinate the development of stock and increment of population; innovate the investment vehicle, improve the cost sharing mechanism of agricultural population; promote the system innovation, improve the efficiency of land allocation.
