地方图书馆学会行业管理职能研究——基于公共治理理论视角的分析

摘　　要：[目的/意义]为了充分发挥图书馆学会行业管理职能,提高参与图书馆事业治理能力,探讨新形势下地方图书馆学会工作转型发展的方向。[方法/过程]以陕西地方图书馆学会为调研对象,运用实证研究的方法和公共治理理论所提供的分析视角,对地方图书馆学会设立、运行和管理现状开展考察。[结果/结论]调查分析表明,地方图书馆学会行业管理职能存在重点不突出、结构不平衡、发挥不充分等突出问题。目前仍未突破单一的参与治理模式,自主治理、合作治理的能力非常有限。建议在强化参与治理能力的基础上,将培育自主治理与合作治理能力作为转型发展的方向性选择,挖掘自主治理秩序的力量,积累合作治理的社会资本,不断优化学会组织职能结构,提升地方图书馆学会的管理水平和治理能力。[ Purpose/significance ] This paper is to give full play to the library trades management functions of local library, improve the ability to participate in library management, and explore transformation direction of local library socie- ty in new variation. [ Method/process] This paper samples local library society in Shaanxi and uses demonstrational re- search methods and public governance theory to analyze establishment, operation and management of local library society. [ Result/conclusionp] The analysis from the research indicates that there are some severe problems in local library society trades management function such as the importance is not highlighted, the structure is imbalanced and the function is in- sufficient. From public governance＇ s current perspective, the single pattern of the participatory governance has not been broken through, and the ability of the self-governance and cooperative governance is very limited. Therefore, in the basis of strengthening the ability of participatory and governance, local library society should regard the ability of self-governance and cooperative governance as the directive improvement option, find out the energy in self-governance order, accumulate the social capital of the cooperative governance, optimize the structure of the society＇ s organization, and promote the local library society＇ s ability of management and governance.
