摘 要:文中首次将雾霾纳入环境技术效率研究框架,构建了考虑非期望产出的SBM区间模型,测算了2001-2012年雾霾约束下中国省际区间环境技术效率。结果表明:1)中国整体区间环境技术效率不高且在逐渐下降。区间DEA部分有效、有效、无效省份数依次减少。2)东、中、西部地区区间环境技术效率差异显著,具有明显的不平衡发展态势。3)横截面各省市区间环境技术效率差异明显,具有较大提升空间;纵向时序各省市区间环境技术效率有效年份较少,且有效性省份数呈减少态势。所得评价结果能够反映出中国省际区间环境技术效率真实水平,并可为中国雾霾治理提供决策参考。We put haze into the environment technological efficiency evaluation framework and proposed the SBM-Undesirable interval model,and measured the interval environment efficiency of 30 provinces in China during2001-2012. The significant findings were as follows: Firstly and foremost,the overall interval environmental efficiency value was low with the number of interval DEA partly effective provinces,interval DEA effective provinces,and interval DEA invalid provinces decreasing in turn. In addition,there was an unbalanced regional development and obviously uneven development momentum in interval environmental efficiency. Moreover,there were significant differences in interval environmental efficiency among provinces from a cross section,and had a great promotion space; the effective years for provinces and the number of effective provinces decreased from a longitudinal time series. The results of the evaluation can reflect the true level of environmental efficiency across provinces in China and provide reference for haze governance.
