摘　　要：缺乏科学监管的城市地面公交行业存在投入严重不足和资源严重浪费并存的现象。本文探索城市地面公交的全面深化改革问题,给出现代公交事业制度体制的顶层设计,以协调处理城市公交社会效益和经济效益的对立统一关系。明确公交优先发展的政府与市场的权责关系,强调政府向市场、企业、社会组织放权,公交线路开行及调整还权于民。揭示城市地面公交科学发展的内在规律,构建与城市公交事业良性发展相适应的科学监管体系。Serious shortage investment and serious waste of resources coexist in the absence of scientific supervision of the urban public transport industry. Comprehensively deepen reform of city bus transport is explored in this paper. The top-level design of modern public transport enterprise system is given to coordinate social benefits and economic benefits of urban public transport. The relationship between the government and the market of the development of bus priority is clarified,which emphasizes the government decentralization to the market,enterprises and social organizations,the rights of operation and adjustment of the bus lines should be returned to the people. And this paper reveals the inherent law of scientific development of urban public transport,the scientific supervision system adapted to urban public transport enterprise benign development is established.
