地方政府反腐倡廉“极左化”现象研究

摘　　要：随着反腐倡廉工作不断深入,出现了个别地方政府在工作中的"极左化"现象。地方政府反腐倡廉"极左化"在实践中所表现出来的形式主义、教条主义严重影响了中央反腐工作的后续开展。分析得出"极左化"思想的基本成因为:社会矛盾转化、虚假颂扬反腐、变相抵制政策、防御自保心理和形式上的迎合,需对其进行矫治。认为做好党内宣传工作、严格法律审查程序、发挥专业人才反腐作用、按市场规律给予地方政府公务员应有的薪资待遇和正确使用"三公"经费,能在很大程度上为反腐倡廉工作的开展提供更好的契机。The phenomena of ultra-leftlism emerges in some local governments＇ work as the anti-corruption keeps going deeper. But the formalism and dogmatism that are reflected in the practice of local governments ultra-leftism in anti-corruption severely influences the afterward development of central government＇s anti-corruption action. Analyze the basic causes of ultra-leftism idea, such as shift in social contradictions, phonily eulogize anti-corruption, resist policies in disguised form, psychological self-defense ＆ formally pander to superiors, and correct it through relative strategies. It believes that doing the propaganda work well, strictly establishing the legal investigation procedure, using the professional＇s function on anti-corruption, applying high salaries to nourish honesty according to market discipline, and rationally employing the three public expenses could settle better opportunity for anti-corruption＇ s deployment, to a considerable extent.
