摘 要:研究目的:测算农村集体建设用地市场化程度,对比分析长三角地区和珠三角地区集体土地市场发育情况。研究方法:加权平均法、调研分析法和对比分析法。研究结果:珠三角和长三角地区农村集体土地市场化水平分别为0.5571和0.5116;二者对应综合集体土地价格水平分别为2631.99元/m^2和851.17元/m^2。研究结论:(1)从市场培育环境看,珠三角地区治理结构和市场配置更具优势,长三角地区农村土地市场是一种混合层级制的市场形态,而珠三角地区集体土地市场是完全开放的市场经济形态;(2)珠三角地区农村集体建设用地市场化程度比长三角地区略高,但是土地综合价格水平却比长三角地区高出很多,珠三角地区农村土地价值资产显化程度更高;(3)当前土地市场发育条件下,应将虚拟指标交易市场、出让/买卖市场(一级市场)和租赁市场(二级市场)纳入农村土地市场化测度的分析框架中。The purpose of this paper is to measure the degree of rural land marketization and to analyze the rural land market development in Yangze River Delta and Pearl River Delta. The methods we used are weighted mean method, field investigation and comparative analysis. The results show that:the marketization degrees of rural land market in Yangze River Delta and Pearl River Delta are 0.5571 and 0.5116, respectively while their aggregate price indexes are 2631.99 yuan/m2 and 851.17 yuan/m2, respectively. The study concludes that:1)from the perspective of market circumstances, compared with Yangze River Delta that is considered as a market form with mixed hierarchical features , the Pearl River Delta has more advantages on governance structures and market allocation, which makes it develop into an open market economy;2)the rural land market in Pearl River Delta has a higher level of marketization than that in Yangze River Delta, and the comprehensive land prices in Pearl River Delta is much higher than that in Yangze River Delta, indicating a higher level of land value achievement in Pearl River Delta;3)Given the current degree of land marketization, virtual land quota transaction market, leasing/transaction market(the primary market)and rental market(the secondary market) should be involved in the framework for measuring the degree of rural land marketization.
