公安机关执法质量考评新体系之构建

摘　　要：当前公安机关执法质量考评存在的问题有:考评指导思想存在误区,考评指标体系设置不科学,考评方式不完善,考评效果不显著。从考评理念、考评触角、考评模式、考评载体、考评效应等方面探索构建"五位一体"执法质量考评新体系,应做到:考评理念融合共进,始终坚守事关全局的"生命线";考评触角如影随形,成为实时聚焦严格刚性的"校正仪";考评模式集约高效,成为系统盘活资源配置的"好法宝";考评载体实战实用,成为充分彰显主导要素的"支撑点";考评效应辐射带动,成为丰富拓展内涵外延的"动力源"。There are some problems in law enforcement quality evaluation of public security organs, such as： wrong evaluation guiding, no-scientific evaluation index system, imperfect evaluation methods, poor evaluation results, so on. To explore a new quality evaluation system that is ＂one body of the five ＂ of enforcement law, these are： idea, perspectives, pattern, carrier and evaluation results. So, we should do the followings now, fused the evaluation ideas of matter of overall situation that is ＂lifeline＂ together; evaluation perspectives of ＂correction instrument＂; ＂a good magic weapon＂ which is intensive and effi- cient for the pattern of evaluation system; carrier as a ＂support point＂ with practical is dominant factor; evaluation results as a ＂power source＂ with expanding connotation and extension.
