女性人文贫困与反贫困的路径选择——基于人的发展视角

摘　　要：从人的发展视角来分析女性的人文贫困及反贫困的路径选择是值得探讨和研究的课题。首先,从反贫困与人的发展的视角来看,实现人的发展的前提是消除贫困。只有消除贫困,才能为人的全面发展奠定丰厚的物质基础,提供公平的制度环境,创造良好的生态环境和文化环境。消除贫困的最终目的是人的发展。因为人的发展是反贫困的价值归宿,是反贫困的动力保障,人的发展在反贫困中表现为目的与手段的辩证统一。其次,从女性贫困群体的人文贫困状况来看,就业性别歧视是女性生存能力贫困的关键,社会资本的缺失是女性权利贫困的应然,教育程度低下是女性发展能力贫困的基础,传统的性别分工是女性自由发展的瓶颈。再次,从反贫困路径的选择来看,需要制定有利于妇女精准脱贫的倾斜政策,完善基于性别和谐的社会保障体系,建立贫困性别统计与监测评估机制,从根本上提升女性反贫困的能力。From the perspective of human development, it is worthwhile to explore and study the human poverty and the path choice of anti-poverty. First of all, from the perspective of anti-poverty and human development, the premise of the realization of human development is to eliminate poverty. Only by eliminating poverty, can we lay a solid material foundation for people’s all-round development, and provide a fair institutional environment, create a good ecological environment, and create a good cultural environment. The ultimate goal of poverty eradication is the development of people. Secondly, from the point of view of humanistic poverty among women, gender discrimination in employment is the key to womens’ s poor survival ability. Lack of social capital and low level of education are the causes for women’s poor development ability. Traditional gender division of labor is the bottleneck of women’s free development. From the anti-poverty path choice, we need to formulate poverty elimination policy favored to women,perfect social security system based on gender harmony,establish a gender statistics about poverty and monitoring and evaluation mechanism and enhance women’s ability to shake off poverty.
