土地流转视角下的河南省农村养老保障体系研究

摘　　要：土地流转是国家增加农民收入,提高农民生活水平的重要措施,为农村养老保障的发展带来新的机遇。河南省农村养老保障体系存在农村家庭养老保障能力不断减弱、农村社会养老保障体系保障强度低、农民工参保意愿和参保率低、失地农民后续养老保障政策不完善等问题。应完善新农村养老保障相关政策,消除农民的顾虑,促进土地流转;完善土地流转、养老保障相关政策,推进新型农村养老保障体系建设;完善失地农民养老保障制度;建立健全农村最低生活保障制度、新型农村合作医疗保障制度。Land circulation is a kind of important way to increase the farmers＇ income, it also bring new opportunities for rural old- age security development. There are problems in the rural old-age security system in Henan province, such as weak rural family old-age care ability, small coverage, low will to participate in security and imperfect policies. We should improve the relevant policies of rural old- age security system so as to help farmers have confidence in rural old-age security, so as to promote rural land transfer, perfect relevant policies and establish rural old age security system for landless farmers, as well as to establish the system of subsistence allowances and The new rural cooperative medical security system.
