摘  要:当前,中国储气库面临着调峰储备能力有限、发展动力不足、投资效益下滑等方面问题。通过借鉴国外储气库公司降本增效的主要措施,分析中国储气库业务面临的形势与挑战,对中国储气库建设与发展提出建议:1)通过老库挖潜评价,有望新增7亿立方米工作气量,比新建气库降低投资30%;2)在国内西南、长庆气区建立储库与气田联动机制,调节气田生产,预计年可减少压产10亿立方米;3)转变建库理念,优选已开发气藏择机建库,降低投资成本,提高综合经济效益;4)明确储气库发展定位,积极争取储气库调峰气价、建设资金政策支持,推进储气库健康可持续发展;5)充分挖掘储气库潜在价值,扩展衍生功能,最大限度发挥储气库效率和作用。Currently, China's gas storage is facing with the problems such as the limited peak-shaving reserve capacity, underpowered development, declining investment performance and etc. The paper, taking cost decreasing and benefit increasing from foreign gas storage companies as reference, analyzes the situation and challenge of China's gas storage and puts forward five suggestions as follows 1) 700 million cubic meters of the volume of working gas will be increased by the evaluation of tapping potential in old storage, which will save the investment by 30% compared with the new gas storage; 2) establish the linkage mechanism of gas storage-gas field in the southwest gas field and Changqing gas field to adjust the production and result in reducing about 1 billion cubic meters cut production for gas field; 3) change the concept of gas storage construction and choose the developed gas reserve to build the storage timely, reduce the cost of investment and raise comprehensive economic benefits; 4) define the development orientation of gas storage, actively seek out construction funds and policy support, to promote the gas storage healthy and sustainable development; 5) fully tap the potential value of gas storage and enhance the derivative function to develop gas storage efficiency and effects at the most.
