摘　　要：分析了基层医疗服务有效供给的能力瓶颈及能力边界，提出基层医疗服务有效供给能力提升路径，即通过对口支援、医疗联合体、远程医疗服务，提高基层医疗服务能力。同时，通过绩效考核、岗位管理等措施，解决基层医疗服务能力提升的内驱力问题。Based on an analysis of the capacity bottleneck and boundaries of the valid delivery of primary healthcare service, the author proposed the capacity enhancement pathways for valid delivery of primary heahhcare service. Such pathways refer to enhancing primary healthcare service by means of pairing assistance, medical consortiums and telemedicine; and motivating primary practitioners for higher capacity by means of performance appraisal and position management.
