摘　　要：总结了浙江大学及其附属医院基于“双下沉”的医联体探索经验，提出将探索高水平医联体作为巩固和深化“双下沉”的有效途径，依托浙江大学及其附属医院的优质资源，明确目标定位、组成要素及框架思路，形成可持续发展的医疗服务生态体系。Summarized in the paper are the experiences of Zhejiang University and its affiliated hospitals in developing medical consortiums based on ＂ two emphases of primary ends＂. The authors found that a sustainable ecosystem of medical services can be built upon quality resources of the university and its hospitals if the missions, components and roadmap are clarified.
