浙江省家庭医生签约服务制度框架及其实践

摘　　要：利用世界银行提出的卫生政策分析“控制柄”（包括筹资、支付、组织、规制和行为）为基本框架，在阐述家庭医生签约服务本质和定位的前提下，提出家庭医生签约服务的制度架构（1个契约，3项制度，5个关键，7项支撑），并以此为指导进行浙江省家庭医生签约服务的实践探索，进一步落实分级诊疗制度。The ＂ control handles＂ （ including financing, provider payment, organization, regulation and behavior） proposed by World Bank in health policy research as the basic framework,and the nature and positioning of family doctors＇ contract-based service as the precondition, we recommended the system framework of such a mechanism, comprising one contract, three regulations, five control handles and seven supporting policies. Such a framework can serve as the cornerstone for family doctors＇ contract-based service experiment in Zhejiang province for the sake of hierarchical medical system.
