摘　　要：本文界定了铁路城镇综合体的涵义,对铁路城镇综合体开发机制进行了理论分析,并依此反思珠三角轨道交通站场TOD项目开发机制。指出,1铁路城镇综合体是拥有区域协作特性的城市综合体,其开发建设实质是一个多层次行政权力、多类型市场力量和多领域社会力量通过多向度互动和协作促成"尺度重组"和"地域重构"相互嵌入的过程;2铁路城镇综合体开发机制实质是一种多层次治理网络,参与主体在其中以"他组织与自组织协同演化"的方式,通过"利益整合"使参与主体的"合作剩余"最大化;3珠三角轨道交通站场TOD项目开发机制存在"重物质利益轻社会资本""重管理轻治理"和"重利益分享轻价值创造"等问题。This paper defines the meaning of railway-urban complex and makes theoretical analysis on thedevelopment mechanism of railway-urban complex, as well as rethinks the development mechamsm of the TOD project around the rail railway station in Pearl River Delta. It points out that： （1） railway-urban complex has the characteristics of regional cooperation, and its development is essentially a process promoting mutual embedded process between rescaling and redeterritorialization via multi-dimensional interaction and collaboration made by the participants including multi-level administrative power, multi-types of market forces and multi-fields of social forces; （2） the development mechanism of railway-urban complex is a kind of multi-level governance network, and the participants, in which coordinate in the way of self-organization and Heter-organization co-evolution to maximize cooperative surplus of participants through integration of interests; （3） there are some problems exists in the development mechanism of the TOD project around the railway station in Pearl River Delta, i.e. think highly of material interests but underestimate social capital; think highly of management but underestimate governance; think highly of interests share but underestimate value creation, etc.
