流动育龄妇女一孩生育服务登记办理现状及对策研究

摘　　要：目的:了解流动人口一孩生育服务登记的办理情况和存在的问题,提出政策建议。方法:利用2014年国家流动人口动态监测数据库,采取分层、多阶段、与规模成比例的PPS方法进行抽样。以被抽中的2012年以来应该办理一孩生育服务登记的12 403名流动已婚育龄妇女为主要研究对象,分析其生育登记现状及影响因素,并召开专家及计划生育管理人员座谈会。结果:在12 403名流动育龄妇女中,53.6%的办理过登记,通过承诺制登记率为44.2%。流入地发出协查信息,户籍地正常反馈率只有30.6%。定性研究发现承诺制存在弊端。结论:流动育龄妇女一孩生育登记率较低,信息核查困难,"承诺制"登记存在弊端。建议加强管理方信息登记和核查责任,将"承诺制"纳入社会征信体制,积极落实便民措施。Objective.. To find out the status quo and problems of first child birth registration service of migrant women, and to provide policy recommendations for decision--makers. Methods.. based on Chinese dynamic monitoring database of the floating population in 2014, sampling was conducted by PPS method with hierarchical, multi--stage, proportional to the scale. Since 2012, 12 403 married women of childbearing age who should be given one--child birth registration service were included in this survey. Status of birth registration and its influence factors were analyzed. A symposium was held, which included health management personnel and experts. Results： Among the 12403 migrant women who had one child, the registered rate was 53.6%. 44.2% women registered through signed a commitment a- greement. The interprovincial information feedback rate is only 30.6%. Qualitative research found that there are some drawbacks about the commitment system. Conclusion： First child birth registration rate of migrant women is low. There are difficulties in information verification and some drawbacks in the registration of ＂commitment system＂. Sug- gestions were put forward to strengthen the management of information registration and verification responsibility, to put the registration promise into the social credit system, and make birth registration more convenient.
