摘　　要：随着社会人口的老龄化,城市急剧增长的社会养老需求与养老事业发展滞后的矛盾日益突出,城市机构养老设施作为社会养老的补充力量,应充分发挥其灵活性,有序协调城市养老资源。本文以徐州市主城区为例,充分研究分析当下机构养老设施现状,运用差异化分析进行养老资源的配置,从宏观、微观和政策引导方面提出了规划应对,推动城市机构养老设施的有序建设。With the aging of the society, the contradiction between the rapid growth of urban social pension needs and the development of old-age care is becoming more and more prominent, and the old-age facilities of urban institutions should give full play to their flexibility and orderly coordination of urban pension resources. In this paper, the main city of Xuzhou city was chosen as an example. The full analysis of the current status of institutional pension facilities, and the differential analysis of the allocation of old age resources, from the macro, micro and policy guidance to the planning response, were imptenaented.
