摘 要:运用随机前沿分析模型,测算了苏北五市39个区县1996年至2015年农业科技资源配置效率的变化,并对其影响因素展开了实证分析。研究结果显示苏北五市农业科技资源的配置效率有一定的提升空间,苏北五市农业科技资源配置效率存在差异。研究还得出农村生产力发展水平越高,农村科技对农村经济发展影响程度越高,则相应的农业科技资源配置效率也越高。结合研究结论,提出现代农业的发展必须高度重视人才的作用,必须将农业科技人才的作用放在现代农业发展的首要位置,同时还要通过多种途径切实提升农村居民的收入水平,进而促进农业科技资源配置效率的提升。With stochastic frontier analysis model, this paper calculates the changesof allocation efficiencyof agriculturalscience and technology resource from 1996 to 2015 in 39 counties in Northern Jiangsu Provinceand analyzes its influencing factors. The results show that the allocation efficiency has a certain improvement space, and differences in five cities in Northern Jiangsu. It also concluded that the rural productivity development level is higher, rural science and technology impact on rural economic development level is higher, the corresponding agricultural science aud technology resources al- location efficiency is higher. Therefore, this paper propose attaching great importance to the role of talent, puttingthe role of agricultural science and technology personnel as the primary factors, and effectively enhancing the income level of rural residents through a variety of waysin the development of modern agriculture to enhance the allocation efficiency of the ag- ricultural science and technology resources.
