2000-2014年北京市城镇化与城市林业发展水平的协调性分析

摘　　要：基于城镇化与城市林业发展水平评价指标体系,分别采用主成分分析方法和模糊数学方法对二者的发展水平指数以及发展协调度进行了计算。结果表明:北京市城镇化和城市林业均呈现快速发展趋势,分别在2004-2005和2003-2004年实现跨越式发展,二者的发展水平指数在2004年后保持了逐步协调的趋势;北京市城镇化与城市林业发展水平的协调度总体呈现不断优化的过程,先后经历了中级协调、良好协调以及优质协调等环节,可划分为相对波动阶段(2000-2005年)和相对稳定阶段(2005-2014年)。提出以下政策建议:进一步加强城市林业法制化和信息化建设,注重增强城市林业的公众参与深度和广度,同时做好城市林业发展和国家宏观政策的对接工作;在后续的研究中注意时间和空间上的全面分析,加深对二者协调发展的科学认知。The paper constructed evaluation index system of urbanization and urban forestry development in Bcijing, and calculated the development level of indexes with the help of principal component analysis method; also, the paper calculated the degree of coordination development level of the two with fuzzy mathematical method. The results shows that： The urbanization and urban forestry expresses a similar trend of rapid development, and respectively realized great leaps of forward development during 2004-2005 and 2003-2004, and the index of development level maintained a progressive harmonization trend after 2004; The development coordination degree of the two shows a continuous optimization process, which has in turn went through the intermediate coordination, good coordination and superior coordination processes, and can be divided into relatively volatility stage （2000-2005） and stable stage （2005-2014）. The paper raises the following policy recommendations： Strengthening the legalization and information construction; enhancing the depth and breadth of public participation in urban forestry; adapting the urban forestry development to the national macro policies; paying attention to comprehensive analysis of time and space in the follow-up studies, and deepening the scientific cognition on the coordinated development between the two.
