摘 要:[目的/意义]制造业是实体经济的主要组成部分,也是导致环境恶化的重要原因,探寻提升制造业绿色技术创新能力对中国实现可持续发展具有重要的战略意义。[方法/过程]构建28个两位数制造行业2003-2014年的绿色技术创新投入产出面板数据库,采用全域SBM方向性距离函数和全域Malmquist-Luenberger指数对期间各行业的绿色技术创新能力进行测算,分析不同行业间差异并探寻其影响因素。[结果/结论]研究表明:整体来看,中国制造业绿色技术创新GML指数年均增长4.96%,技术进步是其增长的主要贡献来源;从行业分类来看,行业异质性是导致绿色技术创新能力差异的重要原因;重点行业绿色技术创新GML指数的动态演变轨迹及面板数据实证研究发现,政府资助增加、外商投资加大、经营环境优化、企业规模扩大和行业结构提升对制造业绿色技术创新能力具有显著促进作用,但同时也发现,"波特效应"在制造业尚未显现。[ Purpose/Significance ] Manufacturing industry is the key component of the real economy, it is also the main reason leading to the environmental datedoration, exploring how to improve the green technological innovation capability of manufacturing industry is significant for achieving sustainable development in China. [ Method/Process] This paper constructs a double-digit input-output panel database of green technological innovation capability for 28 manufacturing industries from 2003 to 2014. It adopts the Global SBM directional distance function and Global Malmquist-Luenberger index (GML) to calculate each industry's green technological innovation capability, and analyzes the industrial differences and explores its influencing factors. [ Result/Conclusion ] The results show that, on the whole, the technological innovation capability of China's manufacturing sector grows by 4.96% on an average, and technological advance is the main contributor of the growth, from the point of industrial classification, the industrial heterogeneity is the key reason leading to industry's green technological innovation capability variance, and the dynamic evolution track of the key industries' green technological innovation GML index as well as the empirical results of panel data show that the governmental funding increase, foreign investment increase, business environment optimization, enterprise scale expansion and industry structure upgrade have significant effects on improving manufacturing industry's green technological innovation capability. Meanwhile, the Porter effects has not been verified in the manufacturing industry.
