外部技术获取下企业技术能力提升研究——基于技术国别属性视角

摘　　要：[目的/意义]开放式创新理论的提出使得越来越多的企业通过外部技术获取来提升技术能力。拟从技术国别属性视角考察企业技术能力提升问题,以进一步完善企业技术能力研究框架,并为自主创新政策的制定提供科学依据。[方法/过程]利用2000-2009年工业企业数据与国家知识产权局专利许可备案数据,基于技术国别属性视角,以负二项回归方法实证检验了不同国别属性的外部技术对本土企业技术能力影响的异同。[结果/结论]实证结果表明:国外技术比国内技术更能提升本土企业技术能力;企业规模、企业年龄以及企业吸收能力,均显著正向影响本土企业技术能力;此外,技术年龄在技术国别属性对本土企业技术能力的影响中起到了负向调节作用,表明越新颖的国外技术对本土企业技术能力提升作用越大。[ Purpose/Significance ] Open innovation theory makes more and more enterprises upgrade their technological capabilities through external technology acquisition. This paper intends to study this question from the perspective of technology country attributes, which could improve the framework of technological capabilities and provide a scientific reference for the Independent Innovation Policy. [ Method/Process] This paper matches Chinese industrial enterprises data and the State Intellectual Property Office patent licensing data to construct a new database,implementing an empirical study on whether technology country attributes have different influence on technological capabilities, from the perspective of technology country attributes. [ Result/Conclusion ] The empirical results show that： firstly, the foreign technology has a greater influence on technological capabilities than that of domestic technology; secondly, the firm size,firm age and absorptive capacity could have significantly positive impact on technological capabilities; in addition, the technology age plays a negative role in the process of technology country attribute influencing enterprise technological capabilities; finally, corresponding policy recommendations are given in the end of this paper.
