中部六省矿产资源竞争力与区域经济发展相关性研究

摘　　要：矿产资源的合理开发利用是国民经济发展的重要组成部分。本文以中国中部六省矿产资源为研究对象,设计出由资源禀赋、产业状况、市场状况、经济社会效益、环境成本和制度条件6个一级指标下的12项投入产出指标构成的矿产资源竞争力评价指标体系,运用数据包络分析(DEA)法,对2004-2013年中部六省各个省份的矿产资源竞争力进行了评价。研究发现:中部六省矿产资源竞争力从时间变化趋势来看,呈波动变化至持续上升,再不断下降的趋势中部六省。同时,矿产资源竞争力水平近10年来由大到小排名为:湖北省、安徽省、江西省、河南省、湖南省和山西省。最后,通过面板单位根检验、协整检验和格兰杰因果检验验证了中部六省矿产"资源诅咒"假说不成立,矿产资源与地区经济发展呈单向的Granger因果关系,矿产资源对地区经济发展起着积极的推动作用。Rational development and utilization of mineral resources is an important part of national economic development. Taking mineral resources in the six central provinces as research sample, the paper designed an evaluation index system for min- eral resource competitiveness composed of 12 input and output indicators in 6 first-level indicators （resource endowment, industry conditions, market conditions, economic and social benefits, environmental costs and institutional conditions）. Then, using Data Envelopment Analysis （DEA） method, it evaluated each province＇s mineral resource competitiveness from 2004 to 2013 in the six central provinces. The result showed： from the time trends, it showed a fluctuating trend, then a rising trend, and a declining trend at last. At the same time, the mineral resource competitiveness ranked descending as follows： Hubei, Anhui, Jiangxi, Henan, Hunan and Shanxi Province in the near decade. Finally, with the panel unit root test, cointegration test and Granger causality test, the paper verified that ＂resource curse＂ hypothesis did not hold water in the six central provinces, the correlation between mineral resources and economic development was a one-way Granger causality, and mineral resources played a positive role in promoting regional economic development.
