摘 要:目的分析济南市乡镇卫生院卫生技术人员的总量与结构,找出存在的问题,为完善济南市农村卫生服务体系提供依据。方法数据来源于济南市辖区2015年全部53家乡镇卫生院的数据;采用描述性统计分析方法。结果济南市乡镇卫生院人力资源配备总体情况尚可。学历以大专及以上学历为主,分别占36.09%和42.14%;职称以中级和师级/助理级为主,分别占36.64%和47.28%;年龄分布主要集中于30岁~和40岁~年龄段,分别占40.88%和30.90%。但调查也显示,注册护士、全科医师数量偏少,高学历、高职称人员缺乏,部分地区存在30岁及以下者占比过低情况。结论持续增加乡镇卫生院人力供给,特别是加强护士群体、全科医生队伍建设;落实对农村基层医务人员在职称晋升等方面的倾斜政策,改善人员待遇,以合理的政策吸引人、留住人;探索柔性引才的人才管理模式。OBJECTIVE To analyze the number and structure of health professionals and detect existing problems so as to provide sug- gestions for rural health service system of Jinan. METHODS The data came from 53 towmship health centers in 2015; descriptive sta- tistics was employed. RESULTS The general satuatiom of health professionals in township health centers of Jinan was well. 78.23% of the staffs in J inan had associate degree or above. Their professional titles were mainly primary. The average age of health technical personnel were around two age stages: above 30 and above 40. However, the analysis also expose some problems, which were a few number of registered nurse and general practitioner. Technicians with high diplomas and professional titles were lack. There were low proportion of 30 years old and under in some areas. CONCLUSIONS It needed to increase human resources of township health centers continuously, especially nurses and general practitioner group. Implementing preferential policy of technical post promotion for rural grassroots medical staffs, improving treatment and attracting talent with reasonable policy and exploring talent management model of flexible employment.
