武陵山片区多维贫困度量及其空间表征

摘　　要：连片特困地区是我国当今扶贫攻坚的主要战场,精准识别贫困人口及贫困类型是开展精准扶贫的关键。从多维贫困指数及发生率角度探讨我国扶贫问题已成为当今国内研究的焦点。在科学、系统设计多维贫困测算指标的基础上,以武陵山片区扶贫重点市(州)为例,构建基于"单维度、多维度识别及贫困加总/分解"多维贫困测算法对研究区域贫困人口进行测算与分析。利用Kriging法对非样本点进行空间插值,从而系统、合理地分析研究区域多维贫困的空间分布状况。结果显示:武陵山片区农村家庭存在多个维度的贫困,多维贫困发生率较高,多维贫困家庭达到了70.9%,重度贫困家庭达到了40.1%;多维贫困指数较高,其中燃料、人均收入、教育年限对贫困指数的影响较大;此外,不同地区各贫困指标差异不同,地处武陵山片区的怀化及湘西自治州的农村多维贫困问题比较严重。The poverty- stricken covered areas are the highlights of china＇ s poverty- relief program now, accurate identification of poverty-stricken population and their situation are the premises of precise poverty. In recent years, researchers around the domestic focused on grasping the multidimensional poverty index and incidence. Based on systematic design of multidimensional poverty identifying indices system, this article takes key city （state） of wuling mountain area from national contiguous special poverty-stricken areas as the study area, constructs algorithm based on the ＂Single dimension, multi-dimensional recognition＂ and ＂Poor aggregation/decomposition＂ to analyze the multidimensional poverty of the poor, uses Kriging method for spatial interpolation unsample points , and reasonable analysis the spatial distribution of multidimensional poverty areas. The result shows： the poverty of the rural families in wuling mountain area is multidimensional and is of a high multidimensional poverty rate which multidimensional poverty family reached 70.9%, severe poverty family reached 40.1%; Multidimensional poverty index is higher which mainly dues to fuel, per capita income and education years. In addition, each region show different in poverty index, Which the rural multidimensional poverty problem of huaihua and xiangxi autonomous prefecture of wuling mountain area is more serious.
