摘  要:【目的/意义】随着大数据时代的来临,数据逐渐成为被激活的资产,并由此催生了全球范围内的数据开放与共享运动。本文旨在构建大数据时代我国开放数据政策模型,以对其政策现实予以解释和预测。【方法/过程】参考国际上对开放政府数据的研究视角,从公共管理的角度出发,通过内容分析、系统分析等方法,阐述开放数据政策系统及模型的基本理论。【结果/结论】构建了大数据环境下我国开放数据政策的"S-R-P"理论模型及其需求层、决策层和运行层子模型,通过两种循环路径的运行来调节现有的政策需求。模型运行的结果不必然是开放数据专门政策的出台,这也是"S-R-P"理论模型与一般公共政策理论模型的本质区别。【Purpose/significance】With the arrival of the era of big data, data is becoming the asset to be activated, and thusthe data opening and sharing movement is expedited on a global scale. This paper aims to construct China's open data poli-cy model in era of big data, explain and predict the policy reality of open data.【Method/process】Referring to the researchperspective on government data opening internationally, and starting from the perspective of public management, this paperexpounds the basic theory of the open data policy system and its model through the methods of content analysis and systemanalysis.【Result/conclusion】Constructing the System-Regime-Process theoretical model of China's open data policy andits sub-models of demand layer, decision layer and operation layer under the big data environment, and to adjust the exist-ing policy requirements through the operation of two circular paths. The result of the model operation is not necessarily theintroduction of the special policy of open data, which is the essential difference between the"S-R-P"theory model and thegeneral public policy theory model.
