摘  要:中共中央组织部、人力资源社会保障部、国家公务员局在2016年7月颁布了《关于推进公务员职业道德建设工程的意见》(以下简称为《意见》),本文认为这是自《公务员法》颁布以来最为重要的一个文件,文件对于公务员职业道德建设提出了实践养成的新途径与新思想。本文评析了《意见》实践养成途径的创新性特点,重点以促进性品德评价模型为例,具体论述了《意见》中实践养成新途径与指导思想如何通过评价模型进行实施以及可能获得的价值与效果。研究表明,促进性品德评价模型,可以提高公务员职业道德建设的实效性,是公务员职业道德实践养成方法的一种具体操作模型,能够有效贯彻落实《意见》的指导思想与基本原则。Opinions on Promoting the Construction of Professional Ethics of Civil Servants ( 2016 ) ( Opinions for short ) was issued in July by the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security and State Administration of Civil Service. It is the most important document since the Civil Servant Law was issued, proposing the new construction for professional ethics of civil servants. In this paper, we analyze the innovative characteristic of construction by practice which proposes in "Opinion" based on comparing the foreign and home scholars' researches. Meanwhile, we mainly discuss about the process of implementation, the value and experimental effect of practice based on the promotive assessment model. This study shows that promotive assessment model is scientific, possible and effective which can be used directly for the development of civil servant' s professional ethics.
