摘　　要：在现代政府的建设与发展中,无论是理论发展还是实践探索,英国政府一直都走在世界前沿,引领着国际公共行政发展方向和政府现代化改革潮流。在这一过程中,作为制度建设和机制创新的基石和动力,政府服务标准化建设起到了非常重要的推促作用,从强调政府责任到市场竞争,从关注服务质量到服务协同,充分彰显出"制度先于改革并进一步推促和保障改革"的英国特色,也为中国政府服务标准化建设提供了非常有价值的借鉴。In the construction and development of modern government, the UK is always a vigorous pioneer in both public administration theory and government modernization practice. As the footstone and motivation of institutional and mechanical innovation, government service standardization has been playing a significant promotion role, either in stressing on government responsibility and market competition or in focusing on service quality and delivery collaboration, which fully shows the characteristics of institutions present before the reform but accompany and further promote the reform, and also provides China with very valuable references.
