社会脆弱性视角下农业自然灾害风险对策研究

摘　　要：农业自然灾害风险的有效应对具有非常重大的研究意义。从灾害学社会脆弱性视角对农业自然灾害风险的解读有利于发掘其作用机制的周期性和社会性。在耦合灾害学社会脆弱性理论及农业自然灾害特性的情形下,探索农业自然灾害各主体的行为内容及运行范式。在此基础上,通过构建政府、市场及农户个体的"三维"主体联合行为路径安排,并根据各主体内容提出了提高农民灾害风险认识,积极构建相关农业自然灾害风险应对微观组织并监督履行好相关管理职责,积极做好农业保险需求的引导工作和丰富农民自然灾害损失风险的应对手段的政策建议,以提高农业自然灾害社会脆弱性管理水平,降低农业自然灾害风险损失。The risk of agricultural natural disaster loss increases year by year, which has a great impact on the corresponding national economy and the stability of people＇s life. Therefore, the further study of the corresponding topics is of great significance. So far, there is no feasible theoretical basis for more adequate for agricultural natural disaster risk of effective treatment and response to provide the corresponding default. In this contex4 the knowledge and content of the theory of social vulnerability of the catastrophe are coupled to pro- vide a new effective way to deal with the risk of agricultural natural disaster and to apply the corresponding so- cial vulnerability method to the agricultural natural disaster risk. Enumerates and explains, provides the direc- tion instruction for the corresponding policy basis.
