摘　　要：我国大型石化企业的境外业务的环境管理从前主要靠各境外项目依照其所属专业公司国内的管理模式开展。如采用顶层设计的思路,可构建一套全新的境外环境管理体系。纵向上,包括制度、工作指南和检查方法,横向上,以要素的形式对所有业务的环保工作做出要求。本文介绍了体系的构架和主要内容。In China,the environmental management of large petrochemical enterprise overseas businesses relied on the domestic modes which belong to their parent company all the time.If using the top-level design method,we can build a new management system.This article introduces the system which vertically contains a regulation,a guide to action and a checking method and horizontally contains a lot of elements.These elements which cover all the businesses make a claim for environmental management in the system.
