摘　　要：政策法规不完善、资金紧缺、激励政策引导不足和退出监管不到位,是当前低效工业用地退出机制存在的问题。建立并完善低效工业用地退出机制,推动低效工业升级改造,盘活存量土地和促进土地资源优化配置,是实现土地集约节约利用的重要途径。Policies and regulations imperfect,lack of funds,incentive policy guidance and exit supervision is not in place,are the current inefficient industrial land exit mechanism problems.To establish and to improve inefficient industrial land exitting mechanism,to promote inefficient industrial upgrading,to revitalize the stock of land and to promote the optimal allocation of land resources,are importance ways to achieve intensive land use savings.
