跨部门数据联动机制:重解行政审批“改而不变”现象

摘　　要：在党的十八大全面推进行政审批制度改革的重大举措下,审批提速和事项缩减有了极大的成效。然而放眼于微观个体的企业组织和公民,仍然屡受"办证难"之扰。这种"改而不变"的现象从本质看,根源于"证"的数据载体间断性的负面影响,导致"办证"程序出现信息联动中断或失效,尤其是各级政府行政部门之间的数据联动运行不畅。解决的思路在于:一是完善审批数据流程再造与优化;二是构建跨部门信息内外部联动机制;三是整合市场准入程序,搭建数据网络共享平台。The reform of the system of administrative examination and approval prescribed at the 18th Congress of CPC has been effective in speeding up the examination and approval process and minimize its procedures. When individuals, both corporate and natural, are involved, however, difficulties in comple- ting the aforementioned procedures still exist. We call this phenomenon ＂false change,＂ which is caused by interruption of media of certificates and the consequent loss of information and data or termination of ef- fectiveness of such information and data. This is especially true for data linkage between different depart- ments. Solutions include： 1 ） examination and approval data process reengineering and optimization; 2 ） construction of internal - external trans - departmental data linkage mechanism ; and 3 ） integration of mar- ket entry program and construction of network data sharing platforms.
