基于多方博弈模型的我国页岩气资源开发环境规制建议

摘　　要：环境问题是页岩气资源开发面临的主要问题之一,我国页岩气资源开发企业是否顺从环境规制受到中央政府、地方政府和环境NGO三方面的影响。通过建立页岩气资源开发环境污染治理的多方博弈模型,分析页岩气资源开发企业环境行为与中央政府、地方政府和环境NGO监管之间的博弈关系,最后基于多方博弈的研究结果,提出针对我国页岩气资源开发环境规制的对策建议。Environmental problems are one of the main problems in shale gas resource development , the shale gas resource development enterprises whether or not comply with environmental regulations is affected by the central government, local government and environmental NGO. In this paper, through the establishment of shale gas resources development enterprise environmental pollution control multi-party game model, analyzes the game relationship between corporate environmental behavior of shale gas resources development and the supervision of central government, local government and environmental NGO, get the relationship between enterprise environment behavior and the above three aspects.Finally, according to the results of the multi-party game analysis, the paper puts forward some suggestions on the corresponding environmental regulations for shale gas resource development enterprises in China.
