大气污染防治中政府职责缺失分析及其破解路径

摘　　要：政府职责缺失,是制约当前大气污染的防治的重要因素之一。政府在大气污染治理中职责缺失的表现为客观"失责",主观"失责",行政能力"过剩",行政权力"失范",跨区域污染治理协调机制"缺失"。政府在大气污染治理中的职责缺失的原因为:现行体制制约,执政理念偏差,政府传统政绩观,治理主体存在竞争。在此基础上,提出破解大气污染防治中政府职责缺失的对策:协调环保和经济发展的关系,建立环保政绩考核激励制度,建立环保法律责任追究制度,健全政府环保监督机制,建立政府区域合作联合防控机制,营造大气治理的社会氛围。The deficiency of government responsibility is one of the important factors that restrict the air pollution control.Firstly this article points out the manifestation of government＇s lack of responsibility in air pollution control, including objective lack of responsibility, subjective lack of responsibility, the excess of administrative ability, the anomie of administrative power and the absence of coordination mechanism in cross-regional pollution control.And then this paper analyzes the reasons of the government lack of responsibility in atmospheric pollution control, including the current system constraints,the deviation of governing idea,the traditional concept of the government and the competition between governance bodies.At last, this paper comes up with some solutions to solve the government＇s lack of responsibility in air pollution control ： to coordinate the relationship between environmental protection and economic development, to establish the incentive system of environmental performance assessment,to establish the juristic responsibility system of environmental protection, to improve the government environmental protection supervision mechanism, to set up the regional cooperation joint prevention and control mechanism, to create social atmosphere in air pollution control.
