摘　　要："十二五"纲要中明确提出了"促进区域协调发展"的战略目标,这一战略目标为保险的区域性发展指明了方向。通过建立区域保险系统与区域经济社会协调系统调度模型,发现了其区域协调的问题,并从区域内的市场竞争与发展情况、功能体现、监督体制安排以及产业政策等方面剖析原因,对上述各方面的问题提出改进措施建议。The ＂12th Five-Year＂ program, strategic objectives clearly put forward to promote balanced regional development, the strategic objectives and directions for the development of regional insurance.Through the establishment of regional insurance system and regional economic and social coordination system scheduling model, found the regional coordination problems, and from the market competition and development the situation in the region, function arrangement and supervision system, industrial policy and other aspects of the reasons, put forward the measures of improvement suggestions on all aspects of the above problem.
