摘　　要：县域是社会建设的基本载体。县域卫生事业规划必须既反映上级要求,又结合当地具体机构情况进行战略定位。走在经济发展前列的发达地区县域,在公共事业发展方面一般也面临着特殊形势,深刻分析这些客观形势,才能为编制规划提供基础信息。本文借鉴现代企业战略管理相关理论与方法,形成县域卫生规划形势分析框架,包括宏观外部环境分析、中观层面分析、内部能力分析等。以经济发达的江苏省昆山县级市为例,开展实证研究,对昆山面临的外部环境、社会资本办医等关键要点进行分析,对分析我国其他县域目前或将来面临的形势有一定借鉴作用。Counties are the basic units of the society. County-level health planning must not only meets the requirements of higher authorities, but also makes clear the strategies of the specific health organizations. The counties in developed areas in China are often faced with special situations when they make public services development plans. We must fully understand the objective situations in order to provide basic information for the preparation of planning. Based on the theories and methods of strategic man- agement of modern enterprises, this study forms the framework of situation analysis for the county-level health planning including the external environment analysis, intermediate perspective analysis and internal capacity analysis. This study takes Kunshan City in Jiangsu Province as an example of the economically developed counties, and analyses the key points of the situations facing Kunh- san City such as the external environment, the status of private health organizations. This study provides important references for sit- uation analysis of other counties.
