摘  要:日本对非洲投资在20世纪60年代就已开始,但投资规模一直不大。20世纪90年代创设"东京非洲发展国际会议"以后,日本政府先后建立了非洲投资倍增支援基金、非洲贸易投资促进机构、日非官民经济论坛等促进日企对非投资的平台,并致力于打造良性的"援助—投资"互动机制,日本对非投资的机制化建设不断完善。当前日本大型企业对非投资集中在以能源为中心的行业,并逐渐向制造业、金融业、服务业等领域拓展。日本对非投资的领域和地域较为集中,南非吸收了日本对非投资总额的50%以上。日本投资非洲的战略意图主要有保障自身能源安全、扩大在非影响力及制衡中国,但中日对非投资的数量与规模差距极大,日本投资非洲的影响难以与中国匹敌,无法对中国造成实质性威胁。Japan began to invest in Africa in the 1960s with a relatively small scale of investment. In the 1990s, having founded the Tokyo International Conference on African Development (TICAD), Japan established investment platforms including JBIC Facility for African Investment, JBIC Facility for African Investment and Trade Enhancement and Japan - Africa Public and Private Economic Forum, with the aim of building an effective mechanism both promoting governmental aid and investment and continuing to improve it. In Africa, investment of Japanese large enterprises focuses on the energy sector, gradually expanding to other areas such as manufacturing, finance and service industries. Japan ' s investment in Africa is relatively concentrated on some specific countries and regions, with fifty percents of the total investment in South Africa~ Japan's investment in Africa is intended to safeguard Japan' s energy security, extend its regional influence and counterbalance China' s influence. However, at the current stage, Japan' s influence in Africa cannot compare with China, with a wide gap of investment in Africa between China and Japan.
