新型智库实态的文献综述与引申

摘　　要：发展中国特色新型智库已经成为推进国家治理体系和治理能力现代化的重要战略举措。在系统梳理智库的历史演进、宏观环境、治理结构与运行机制以及智库评价体系的基础上,提出中国特色智库发展的总体思路。研究表明,政治制度对智库发展模式的选择有着决定性的作用,中国智库的发展不应受到当前西方现有模式的禁锢。应加快厘清对决策咨询过程、智库的组织特性和社会功能等基础性问题的认识,创新智库发展的各项体制和机制,实现智库多元化格局下的有序竞争和合理分工。Developing the new-style think tank with Chinese characteristics has become an important strategic initiative for promoting national governance systems and governance modernization. This paper has put forward a general idea of think tank development with Chinese characteristics on the basis of systematically summarizing the think tank historical evolution, macroscopic environment, governance structure, operation mechanism and evaluation systems. It is suggested that the political system has played a decisive role in think tank development model selection and the Chinese model cannot be confined to existing Western mode any more. Therefore, for further study, we should clarify some fundamental questions, such as decision-making consultation process, organizational charac teristics and social functions of think tanks, innovate the institutions and mechanisms of think tanks, finally achieving the orderly competition and reasonable division of labor under the diversified pattern of think tanks.
