摘 要:本研究在借鉴目前国际多边发展援助机构传统资金分配模式的基础上,基于亚洲基础设施投资银行(AIIB)绿色发展理念,通过公平、合理、有代表性的因子选取及公式设计,构建了AIIB受援国国别资金分配体系,力求加强资金分配的公开透明,提高受援资金的可预见性,鼓励各方在AIIB平台下开展务实合作。最终设计结果表明:由于在资金分配体系中纳入了"人均历史累积CO2排放"和"碳强度变化"两大因子,AIIB对阿塞拜疆、格鲁吉亚等中亚国家的支持力度较大;中国、印度资金分配份额最多,但同自身需求相比,由AIIB提供的资金比重小于1.0%;其他国家资金分配额度占实际需求的比重在1.7%至11.5%之间。未来,在具体操作中,可通过公式因子的进一步完善和幂指数权重的调整不断优化资金分配体系,在最大程度上确保AIIB战略规划的实现。On the basis of the experience of traditional allocation mode of international multilateral development organizations, this study has selected the fair, reasonable and representative factors, designed the formula, and fi- nally established the finance allocation system for Asian Infrastructure Investment Bank (AIIB) responding to its green development modus operandi. The constructed system will not only strengthen the transparency of the finance alloca- tion, improve the predictability of finance for recipient countries, but also encourage all members to carry out the pragmatic cooperation under the platform of AIIB. The results show that due to the inclusion of "cumulative CO2 emis- sion per capita" and "carbon intensity change" in the allocation formula, the support of AIIB to Azerbaijan, Georgia and other central Asian countries is relatively high. China and India share the largest part of the financial allocation, yet the proportion is less than 1.0% compared with their own requirement. The final allocations for other countries account for 1.7% to 11.5% when compared with their individual needs. In the future, the finance allocation system can be opti- mized by the improvement of the factors and the adjustment of exponential weighting for each factor, to fully achieve the strategic planning of AIIB.
