平原农区空心村综合整治规划的农民意愿分析——以山东省禹城市典型村庄为例

摘　　要：我国平原农区农村空心化问题尤为突出,亟待开展综合整治工程。空心村综合整治需要规划先行,规划中需要充分了解并尊重农民的意愿。以山东省禹城市典型村庄为例,通过面对面的农户访谈和问卷调查,从生产、生活、生态、文化风俗等方面分析农民对空心村综合整治意愿。结果表明,在生产方面,100%农户希望将细碎的耕地进行整合和在本村镇附近就业,74.24%的农户支持土地流转;在居住生活方面,90%以上的农户支持社区分区规划、建养老院和停放农业机械的场所,70%左右的农户希望住宅有院落、私家车库和居住区人车分行;在生态环境方面,绝大多数农户支持使用环保道路材料和污水处理设施,但多数农户基本没有垃圾分类的意识;在文化风俗方面,绝大多数农户认为应该简化婚丧嫁娶习俗、建设统一墓地,农户期望的文化娱乐活动主要有广场舞、球类运动、棋牌等。研究表明,农民有着自己对空心村整治规划、对未来生产生活状态的愿望表达和诉求。因此,在进行空心村综合整治规划时,需要做好功能分区、整合农地,社区规划要以民生为本、结合农村实际设计生活环境保护措施和乡村文化传承方式。The problem of rural hollowing in plain agricultural areas in China is serious and needs to be addressed properly. But to make a comprehensive consolidation planning, it is critical and necessary to fully understand villagers＇ willingness in planning process. Based on a 71 questionnaire survey data from 4 typical villages in Yucheng City of Shandong Province, this paper examined farmers＇ willingness to accept the plan from different perspectives, including production, residential life, environment protection, and traditional culture and customs. Results show that： 1） from the production perspective, 100% farmers want to consolidate those fragmental cultivated land and be employed in their town or village and 74.24% of farmers are in favor of land transfer; 2） from the residential life perspective, more than 90% of farmers support partitioned community planning, construction of the nursing house, and parking place for agricultural machinery and about 70% farmers hope their house with a yard, a private garage, and a community transportation system; 3） fxom the protection of environment perspective, most of farmers support using environmentfriendly pavement materials, but the majority of farmers is not aware of classification of garbage; and 4） from the traditional culture and customs perspective, overwhelming majority of farmers think that it is imperative to simplify some customs such as weddings and funerals and build cemeteries but keep and help with cultural entertainment activities, including square dance, ball games, chess, etc. This survey enlightened us that functional partition, consolidation of farmland, community planning based on people＇s livelihood will, protective measures of rural living environment, and ways of rural cultural heritage combining the reality of villages are all necessary in the process of the synthetical harnessing of hollowed villages.
