摘　　要：随着我国国民经济的迅速发展琳业生态建设成为创新绿色发展的重要内容,林业基础设施建设项目在国家资金投入中所占的比例逐年增大,为切实提高我国林业项目的建设管理水平和投资效益,国家发改委和林业审批部门应在项目前期决策阶段对项目把握好投资尺度,合理控制工程造价,项目决策阶段对项目投资和使用功能具有决定性的影响。With the rapid development of national economy in our country,the forestry ecological construction becomes an important content of the innovation of green development,the proportion of infrastructure construction projects in the national forestry funds investment increases year by year.In order to improve the management level and investment benefit of forestry projects in our country,the national development and reform commission and the forestry department of examination and approval should hold good investment scale and reasonable control of the project cost during the early project investment decision-making stage.The project decision-making stage has a decisive influence on project investment and use function.
