摘　　要：作为人民民主权利实现的重要途径和最高国家权力机关议事规则的组成部分,全国人大会议表决制度经历了初创、确立与发展成熟三个阶段。但现行全国人大会议表决制度仍存在规定过于分散、制度不完整、一些规定不明确等诸多问题。通过修改全国人大议事规则,建立全国人大会议统一表决制度,已经成为推进我国民主政治与法治国家建设的关键环节。As an important channel for realization of the democratic rights of people and a part of the rules of procedure of the highest organ of state power, the voting system of the NPC（Na- tional people＇s congress）has been through formulation, implementation, and maturation. How- ever, problems such as loose rules, incompleteness of the system and ambiguity in rules are found in the current voting system of the NPC. Modifying the rules of procedure of the NPC and building a unified national voting system of the NPC have become a key link for promoting our socialist democracy and building a country under the rule of law.
