我国政府竞技体育管理职能存在的问题及解决措施

摘　　要：通过文献资料法、访谈调查法、问卷调查法、数理统计法、实地观察法研究了我国政府竞技体育管理职能存在的问题、面临的挑战、调整的措施。研究认为,我国政府竞技体育管理职能存在的问题集中表现在管理的权限、职能的效度、管理的价值取向3个方面,政府仍然掌控着竞技体育管理中的关键资源,并隐性地施加自身的政治影响,影响竞技体育发展的功能定位和方式选择。当前政府管理竞技体育面临发展机制冲突、发展利益分化与博弈加剧、发展成本与效益亟待优化等方面带来的挑战,体制外的体育组织或个人参与竞技体育的发展仍有较高的门槛,市场机制与行政机制间的冲突与矛盾在一定范围和时间内仍将继续,这将影响政府职能改革的趋向。政府竞技体育管理职能的调整主要集中在职能重心的调整、管理价值取向的调整、管理权限的调整3个方面,政府需要不断转变自身的管理理念和方式,协调好不同领域内的管理职责与功能,以调整自身对竞技体育发展的干预方式。This article, by the literature material law, interview survey method, questionnaire survey method, mathematical statistics method, field observation method, studied the problems, the challenge, the adjustment measures of the government management function in competitive sports in China. Research suggests that the problems are existing in three aspects： the permissions of management, management validity, and the value orientation of the management. The government still controls the key resources of the competitive sports, and recessively exerts it＇ s political influence, which affects the orientated for function and the selected for development way of competitive sports. Nowadays government which managing the competitive sports are facing with some challenge： the conflicts on development mechanism, the intensified differentiation and game on development interests, the costs and benefits of development need to optimize. These make the organizations or individuals which are out of the system still has a higher threshold, when they want to involve in the development of competitive sports. In definite time and scope, the conflicts and contradictions between the market mechanism and administrative mechanism will still exist in. These will affect the tendency of the reforming of government functions. The adjustment of the government func- tions in competitive sports are mainly concentrated in： the center of gravity, the value orientation, the authority these three aspects. The government needs to constantly change their ideas and methods, coordinate the responsibilities and functions of different areas, so as to adjust their intervention way to the competitive sports.
