我国农村政府购买基本公共体育服务发展困境与破解路径

摘　　要：当前农村购买公共体育服务过程中存在政府转型较慢、社会组织缺乏承接能力、缺乏发展需要的环境、监管和评估缺失等诸多问题。研究认为,要促进我国农村政府购买公共体育服务的发展,应积极采取几个方面的措施:创新形式,不断促进农村体育社会组织的发展和培育;创新制度设计,规范农村政府购买基本公共体育服务过程;提高农民的参与积极性,畅通需求表达渠道。Research shows that the current rural purchase of public sports services in the process of government transformation is slow; lack of social organizations to undertake the ability ; lack of development needs of the environment ; supervision and assessment of the lack of a lot of problems. To promote the development of China rural government purchase of public sports service, there is need to innovate the form, to continue to promote the development of rural sports social organization and cul- tivation ; to innovative design of the system, regulate the rural basic government purchase of public sports service process and to improve the participation enthusiasm of farmers and finally to smooth channels for the expression of demand.
