摘　　要：在新一轮司法改革的大背景下,对专业法官会议制度进行建构和完善,已成为健全审判权力运行机制的重要组成部分。依托多个地方改革试点法院对专业法官会议制度的改革实践进行研究,可见其内在的亲历性不足等固有的制度弊端,以及制度实践中亟待解决的讨论范围过于宽泛、形式化倾向严重、行政化色彩浓厚等问题。从提升其法律地位、加强理论层面的研究分析、有效落实审判责任制度、完善审判委员会制度等诸多方面,对其制度外在环境进行优化,是完善专业法官会议制度、推进审判权运行机制改革的重要举措。In the context of the judicial reform,the construction to the system of professional judges＇ committee is a major issue of the operating mechanism of judicial power. On the basis of the local reform and the theoretical position and evaluation,problems are revealed like the internal institutional defects such as serious shortage of judicial experience,and issues urgent to solve in the practice of judicial reform such as too wide range of discussion,serious tendency of formalization,and strong administrative problem. It is the important measure to implement the operating mechanism of judicial power,to improve the system of professional judges＇ committee,and to optimize the external institutional environment of the system from the aspects of enhancing the legal status,strengthening the theoretical research,carrying out the judicial responsibility system,perfecting the judicial committee system and so on.
