摘　　要：2000年以后,我国经济处于由低谷走向复苏的拐点阶段,但在经济逐步回升的同时也面临着加入WTO后经济结构调整压力增大的情况,而且国际经济的外部条件不理想、出口困难加重,也使得我国经济必须在艰难的环境中奋勇向前。所以,2002、2003年我国经济将面临严峻考验,同时也是我国“十五”经济发展计划能否得以顺利实现的关键两年。因此,2002、2003年继续实行适度扩张的财政政策,通过财政扩张,增加国内有效需求,为推动经济的成长创造条件,应是一种必然选择。当前尚不具备积极财政政策“淡出”的基本条件。After2000,China's economy became recovery from depression.But in the same time,China also faced the situation that the pressure of economic structure adjustment became bigger after join WTO,and the outside condition was good,export became more difficult.All of these makes China's economic must forge ahead courageously in the difficult environment.So,in2002and2003,China's economic should face a severe test,and the two years are the crucial years of China's the tenth five-year-plan of economic development.So,practice due expend financial policy in2002and2003,through the finance expansion,increase internal effective demand,creat conditions for economic development should be a inevitable choice.The basic conditions of that the positive financial policy fad outing are not exist now.
