京津冀一体化进程中群体性事件区域应急管理协调机制研究

摘　　要：京津冀一体化是以习近平为总书记的党中央统筹大局,针对京津冀地区发展面临的诸多困难和问题,提出的重大国家战略举措。这一战略举措在经济、社会、教育、医疗等方面取得了重要突破,而对一体化进程中的群体性事件,从管辖、管理、处置等方面均非单个省或市能够解决。借鉴国内外应急管理与协调的成功经验,结合京津冀一体化发展及地缘特点,分析京津冀一体化进程中群体性事件区域应急管理协调机制构建的条件及其作用,并提出从区域合作协议、区域协调部门的建立、规章制度的制定与完善等方面构建区域应急管理协调机制,以求高效解决区域群体性事件。Beijing-Tianjin-Hebei integration is a great strategy,proposed by Chinese President Xi Jinping,to solve the difficulties and problems in the region of Beijing-Tianjin-Hebei. Although great breakthrough has been made in economy,society,education and medical treatment,cross-regional group events during this integration process cannot be totally solved by any one region. This thesis draws on the experience of the emergency management of foreign countries,combines the characteristic of Beijing-Tianjin-Hebei integration,analyzes the conditions and functions of a coordination mechanism to handle group events,then proposes to build the coordination mechanism by drafting a regional cooperation protocol,setting up a regional coordinating department,promulgating and improving related regulations to deal with group events effectively.
